The 2026-2031 Barrow County School System Strategic Plan was developed from August of 2025 to April of 2026 through extensive feedback from the Barrow County community under the guidance of the Georgia School Boards Association.

Working Together to Develop the Plan

A planning team, made up of students, teachers, parents, community members, and school leaders, worked to create a strategy map based on community feedback and identify specific areas of focus for the plan.

Goal Areas

STRATEGIC PLAN 2026-2031

To fully support and fulfill our student-centered vision and mission, Barrow County School System pursues strategic goals in five key areas:

    • Improve student mastery of standards in all content areas
    • Increase literacy proficiency for all students
    • Increase college, career, and life readiness
    • Recruit highly effective staff for all positions
    • Retain dedicated and high-performing staff
    • Support and develop staff in all positions
    • Implement effective and efficient operational processes
    • Maintain fiscal responsibility and accountability
    • Allocate resources to meet prioritized needs
    • Strengthen and sustain communication
    • Increase family and community involvement
    • Expand collaborative partnerships
    • Establish and sustain a safe and welcoming environment
    • Provide needed social, emotional, and behavioral support for all
    • Ensure high expectations of excellence for all students and staff
