Board of Education Votes to Opt Out of HB 581

HB 581 Update

After three public hearings and considering the potential financial impact of House Bill 581, the Barrow County Board of Education voted to opt out of the statewide floating tax exemption at the Feb. 25 Work Session.

Given the upcoming financial impact of the new senior tax exemption approved by the Board in September 2024, along with growth projections, some members believed there were too many uncertainties to commit future generations to the HB 581 exemption.

“Opting out allows our Board to maintain local control over tax decisions. I’m proud of how the Board has continued to focus on the needs of students while remaining attentive to the burden placed on taxpayers,” said Superintendent Dr. Dallas LeDuff. “While the tax digest increased, the Board lowered the millage rate. They approved using the system’s fund balance to help offset raising the millage. Also, they saw the impact on seniors and were proactive in passing a local exemption for them. This shows they will continue to make local decisions to help both students and our citizens.”

"Although the vote was split, our process revealed the dedication of each board member in addressing the needs of students and staff. This decision was made after considerable time and effort studying the issue and students were the focus for each member. We will continue to collaborate to balance the tax burden while prioritizing school improvement and student success," said Board Chair Lisa Maloof.
