HB581: Intent to Opt Out Public Hearings

The Barrow County School System (BCSS) Board of Education intends to opt out of the statewide adjusted base year ad valorem homestead exemption for Barrow County Schools.

All concerned citizens are invited to the public hearing on this matter to be held at Barrow County Board of Education Central Office and Professional Development Center, 179 West Athens Street, Winder, GA 30680 on January 23 at 10 a.m. Times and places of additional public hearings on this matter are at Barrow County Board of Education Central Office and Professional Development Center, 179 West Athens Street, Winder, GA 30680 on January 30 at 6 p.m. and February 6 at 2 p.m.


More Information:
Georgia House Bill 581 takes effect January 1, 2025, and introduces a statewide homestead exemption that caps the annual increase in property values for tax purposes. Local governments have one opportunity to opt out by March 1, 2025.

Why would a local government opt out of HB 581?

  1. HB 581 will limit funds available for our schools and students. The millage rate may need to increase to continue to provide the same services for BCSS students.
  2. Barrow County has also passed two new age-based homestead exemptions that take effect this year which will significantly reduce funds.
  3. Barrow County School System can evaluate the impact of the new age-based tax exemption and reduce taxes further at a later date, if appropriate.

There will be three public hearings at the Barrow County Board of Education Central Office and Professional Development Center, 179 West Athens Street, Winder, GA 30680.

  • Jan. 23 at 10 a.m.
  • Jan. 30 at 6 p.m.
  • Feb. 6 at 2 p.m.

The Board of Education will vote on whether or not at the Feb. 25 Work Session.
